Progress Energy’s power plant plans went down to defeat early Tuesday morning when the town of Woodfin’s Zoning Board of Adjustment denied the company a conditional-use permit. With seven of nine members present, a voice vote registered none in favor and at least five opposed to granting Progress permission to build the facility. The vote came shortly after midnight in a marathon session that began at Woodfin’s town hall and continued at the Woodfin Community Center with 180 to 200 people in attendance.
